Job Posting Number: 10379 careers.mta.org The Metropolitan Transportation Authority (MTA) is seeking an experienced and innovative Vice President, Safety & Training, to provide executive planning, direction, and control of all Department of Buses safety programs, performance programs, operating training and personnel development programs, for the NYCT Department of Buses and MTA Bus Company. The successful candidate will have a passion for public service and have the experience to direct the investigation of modified criteria, collision, and customer bus accidents, 24 hours a day, seven days a week. In addition, the Vice President of Safety will serve as the NYCT’s coordinator of all functions mandated under the federal commercial driver’s license and New York State motor vehicle law, section 19A, and will be fully accountable for ensuring NYCT’s compliance with federal, state and local regulations affecting licensing, certification and/or endorsement requirements for operating a revenue vehicle and other equipment necessary for the safe operation and delivery of NYCT services. Further, this role will direct a two-shift training operation for hourly and supervisory personnel and, direct and lead the execution of Buses Transportation Training initiatives, including but not limited to the design, development, implementation, and continuous improvement of all operations training related to the transition to a zero emissions fleet and E-Mirror technology. Your Mission:

  • Establish, implement and control all standards, procedures, and priorities for the delivery of depot-based technical training, in all depots.
  • Review and analyze accident trends and develop long-and short-term programs to reduce accidents.
  • Direct safety hearings, rate all bus accidents and evaluate performance of bus operators with two or more accidents in the last year.
  • Oversee the development and execution of the Bus Operator Behavioral Awareness Pilot program aimed at assisting Bus Operators in cultivating safer driving practices, reducing collisions, and minimizing expenses related to litigation and claims.
  • Execute the development and implementation of an enhanced de-escalation training plan by partnering with external vendors and creating a comprehensive curriculum to align with measures aimed at mitigating assaults.
  • Plan, direct, and deliver all transportation training and maintenance CDL training, education, and development programs for Department of Bus operating personnel. Plan and direct the monitoring of incumbent skill levels to ensure suitability for service.
  • Direct the staff development function which is responsible for ensuring that all MTA Department of Buses managers, administrative and clerical staff employees have the supervisory, technical and analytical skills required for effective and efficient job performance. Who We’re Looking For:
  • Bachelor’s degree (or equivalent experience) in Transportation Management, or a satisfactory equivalent.
  • Minimum of 15 years of related experience, including, eight (8) years of managerial/supervisory experience.
  • Knowledge of learning needs analysis theory, behavioral objectives, curriculum development, and evaluation techniques.
  • In-depth knowledge of organizational development, labor relations and planning, accident investigation procedures and bus safety operation. Users come to NSLS-II to take advantage of its high brightness and resolution in pursuit of their scientific goals. The candidate will serve as the Experimental Safety Coordinator to advocate and provide technical resources on matters of health and safety. Primary responsibilities include providing professional knowledge and expertise in the administration, support and implementation of health and safety programs to assure compliance with regulatory agency guidelines, consensus standards and institutional policies. This hands-on position involves partnering with line management representatives, employees, senior staff, subject matter experts, and NSLS-II Users. Fieldwork venues include: laboratories (chemical, biological, physical, nanomaterials, etc.); construction sites; physical plants (infrastructure and maintenance) and large experimental equipment. The Experimental Safety Coordinator supports the NSLS-II, one of the newest, most advanced synchrotron light sources in the world. NSLS-II enables its growing research community to study materials with nanoscale resolution and exquisite sensitivity by providing cutting-edge imaging capabilities. Essential Duties and Responsibilities: Reporting to the NSLS-II Environment Safety, Health and Quality Manager this safety engineer will have the responsibility to:

  • Oversee the Experimental Safety Review process for NSLS-II, inclusive of review and approval of documentation, as well as the development of risk analyses for higher risk experiments (highly toxic, energetics, radioactive, biological, etc.)
  • Manage the logistics associated with bringing high-risk experiments to the beamlines and assist with development of sample management systems for these experiments.
  • Serve as Liaison with the user community regarding pending experiments and raise concerns to management as needed.
  • Assist NSLS-II with hazard identification and provide recommendations on controls and compliance to safety staff.
  • Develop local policy (for NSLS-II) regarding use of biologicals and radioactive materials capturing safety requirements that are in compliance with OSHA, DOT, DOE and other regulatory requirements.
  • Develop and present on high-risk experiments to management and institutional committees (such as the Institutional Biosafety Committee) as required.
  • Conduct audits, assessments, and surveillances of safety and health programs.
  • Respond to issues, events, and safety concerns, and provide support to the incident commander and line organizations to ensure that hazards are identified and controlled.
  • As assigned, participate and/or lead investigations of accidents, events, incidents, illnesses, and injuries.
