We are seeking a Field Technician to support fieldwork activities in our growing Site Assessment and Remediation practice. This position is based in our New York City Office. Job Responsibilities:

  • Execution and/or supervision of field aspects of environmental monitoring, site assessment, and remediation including:
  • Remedial excavation oversight (often at NYC construction sites).
  • Community air monitoring with roving and fixed stations.
  • Supervising subcontractors.
  • Installation and operations and maintenance of soil vapor extraction and sub-slab depressurization systems, and other mechanical remediation systems.
  • Conducting soil, groundwater, sediment, soil vapor, indoor air, and ambient air sampling.
  • Completing and maintaining logs, recording field notes, maintaining in-house equipment, and ordering equipment.
  • Implementing work plans and standard operating procedures; communicating with project managers, vendors, and subcontractors. Essential Requirements:
  • High-school diploma or GED are required for the position; Associates or Bachelor’s degree is preferred.
  • OSHA 40-hour HAZWOPER, construction safety, and asbestos licensing are also a plus.
  • Be willing to work 7 am – 4 pm.
  • Strong communication skills, including fluency in spoken and written English
  • A strong mechanical aptitude with prior experience in construction oversight, sampling, and air monitoring. Experience with mechanical remediation systems is a plus.
  • Comfortable and capable of providing oversight and clear direction to field crews; coordinating material and equipment deliveries and other field-related logistics.
  • Identifying problems in the field; and effectively problem solving in a high-paced construction environment.
  • Ability and willingness to work in inclement weather and to engage in physically demanding site assessment and remediation-related work, including but not limited to lifting at least 30 pounds, is essential.
  • Must reside in the New York metro area; be willing to work some nights and weekends.
  • Have a driver’s license; be comfortable driving in the NYC metro area; and, willing to travel to more distant sites as required. Job Summary:
The Temporary Fire Safety Specialist reports to the Senior College Fire Marshal within the Department of Environmental Health and Safety.
This position is primarily responsible for providing comprehensive fire safety, emergency response, code enforcement, fire prevention, and education to the Ramapo College campus. The Fire Safety Specialist will provide standby coverage for confined space entries and emergency responses to fires, fire alarms, hazardous materials spills, and other emergency conditions. The selected candidate will also perform inspections of buildings, extinguishers, and other fire protection equipment.
The Temporary Fire Safety Specialist may also assist in monitoring and coordinating other campus environmental, health, & safety programs as assigned.
Duties and Responsibilities:

Perform fire safety, extinguisher inspections, and hazard assessments on all facilities, ensuring compliance with NJ Uniform Fire Code, PEOSH, and NFPA Standards. This includes monthly inspections of fire extinguishers, exit signs, emergency lights, sprinkler valves and fire doors.

Complete inspection and deficiency reports, provide follow-up to ensure corrective action is taken and maintain records of all activities.

Perform all-hazards emergency response to fires, hazardous material incidents, confined space and technical rescue incidents, and other campus emergencies.

Initiate building evacuations, extinguish incipient fires, and coordinate the response of outside assistance by municipal fire departments.

Respond to, investigate and take appropriate action for fire alarm and fire protection system activations.

Extricates victims from entrapments including mechanical equipment and stalled elevators.

Shuts off utilities at fire or emergency scene.

Aids victims at scene of emergency by administering emergency medical treatment such as first aid and CPR or EMT treatment.

Assist in the conduct of investigations to determine the cause of fires.

Schedules annual fire extinguisher inspection, testing, and maintenance (ITM) with outside vendor.

Maintains supply of reserve fire extinguishers to ensure adequate fire protection.

Participates in campus fire safety education programs.

Participates in the execution of mandatory emergency evacuation drills, as required by the New Jersey Uniform Fire Code.

Assists with fire safety coverage for large campus events.

Assist with escorting vendors through areas of restricted or limited access.

Maintains apparatus, tools, equipment, and protective gear in proper working order and satisfactory condition.

Trains and participates in physical practice drills and activities.

Performs additional duties as assigned by the College Fire Marshal or Director of Environmental Health and Safety.
Knowledge and Abilities:

Knowledge of the provisions of the New Jersey Uniform Fire Safety Act, Code and Regulations.

Knowledge of principles and practices of fire safety detection and suppression systems including limitations, types, operation, maintenance and installation.

Knowledge of the proper methods for handling and storing hazardous materials.

Knowledge of the procedures used to inspect and evaluate buildings and structures for fire hazards and fire safety.

Ability to use and maintain firefighting equipment.

Ability to apply basic techniques of fighting fires.

Ability to perform strenuous physical activities such as lifting heavy firefighting equipment and climbing ladders.

Ability to work in extreme heat and dust or smoke filled spaces, in elevated and confined areas, and in all kinds of weather, and to maintain physical activity for prolonged periods of time.

The Network Safety Officer develops, directs, coordinates, implements, and monitors the Network-wide Environmental and Safety Management program and performs all the job functions listed below in accordance with Network procedures and compliance with regulatory agencies.

A day in the life of a Network Safety Officer at Hackensack Meridian Health includes:

The Network Safety Officer (NSO) is assigned leadership over a network market and/or network departmental team member operations. All Hospitals, Long Term Care Facilities, Ambulatory Care, and Home Care Environmental Health and Safety issues are the responsibilities of the NSO.

The NSO supervises all departmental team members and must focus on the network agenda of improving team safety and overall organizational safety.

Chairs, or coordinates chairing, the Environment of Care Committee and submits monthly reports on findings, recommendations, actions taken and/or monitoring of the Environment of Care. Working with Safety Specialists, acts as coordinator of all Safety Committees, Environment of Care Committee and related structures. Coordinates these agendas to meet established or new requirements, reviews comprehensive minutes, and, as appropriate, follows up on action to meet all requirements.

Reviews network environmental health and safety programs, policies and procedures for the appropriate action by that committee. The goal is to standardize best practices.

Proposes or provides corrective action plans, written or verbal, and can adjust plans for variable fluctuations as necessary.

Provides developmental guidance to the network safety programs and their sub-divisions.

Maintains important records, policies and procedures, hazard communication information, resource materials, and current rules and regulations.

Consults with appropriate departments to ensure safe storage, transportation, and disposal of wastes. Involves in the selection of waste disposal company/contractor and monitors results. Participates in hazard surveillance and the incident reporting system as required to resolve issues. Coordinates with the Biosafety Officer, Laboratory Safety and Biological Safety Programs by conducting risk assessments, facility and waste stream audits, and safety training to ensure staff compliance to all regulations; Develop and Implement Biological/Hazardous Material Shipping Program.

Manages SARA Title II/Right-to-Know Program. Ensures all facilities actively maintain individual chemical inventory; creates and maintains centralized database that includes inventory from all HMHN facilities; supervises, prepares and submits annual reports to appropriate regulatory agencies.

Identifies and defines physical parameters and/or behavioral factors capable of contributing to occupational or environmental health hazards and/or fire hazards.

Promotes and coordinates the network and local Safety Officer role in the collection and evaluation of Environment of Care related information.

Conducts investigations of accidents and fire incidents to determine causes and provide, as necessary, written reports including evidence interpretation, theory and rationale, and final conclusions.

Develops, implements, and monitors the fire safety and emergency response policies and procedures including urgent response to suspect conditions. Oversees the preventive maintenance of fire protection and safety equipment. Initiates purchase of new equipment and/or orders repairs as necessary.

Responds to calls of possible fire or chemical contamination, evaluates the conditions found, takes further actions if necessary, to return the hospital environment to normal, and informs and updates the personnel-in-charge of the condition status.

Serves as the network person-in-charge during ‘Code Red’ emergencies or hazardous materials incidents or remains on-call.

Serves as the Environmental Health and Safety Officer during disaster response emergencies and specifically directs the actions necessary to protect staff from exposure to hazardous materials.

Coordinates with the divisional and local Emergency Management leadership on all Emergency Operations issues.

Designs and implements appropriate quality control program and develops processes and procedures whereby the Safety staff and others follow-up to ensure effectiveness. Develops, modifies and maintains Environmental Safety standards to support approved organization goals and comply with outside agency regulations. Coordinates and regulates department Safety Programs to ensure effectiveness. Develops/revised programs and recommends procedural changes as necessary. Conducts inspections and environmental sampling to ensure accident prevention, fire protection, and safety from hazards. Initiates corrective actions as required.

Manages, coordinates, and monitors administrative activities of Environmental Health and Safety to ensure safe and efficient operations in accordance with established procedures and compliance with regulatory agencies. Manages and oversees department staff, provides work direction, and conducts on-the-job training to ensure the department has a trained knowledge base in the functional areas of OSHA, NJDEP, and the Joint Commission. Completes performance evaluations and takes appropriate personnel actions. Monitors activities of staff to ensure effective completion of projects and assignments.

Takes a leadership role in construction-related safety. Ensure there are policies, procedures, and resources to support the Network’s construction efforts to include issuing penetration permits, doing pre and post inspections, attending appropriate project meetings, giving design guidance, and eventual signed approval relative to interim and permanent life and general safety measures. Participates in the ICRA (Infection Control Risk Assessment) aspects related to construction.

Prepares all HMHN locations for upcoming surveys for all regulatory activities. Takes a leadership role for preparation of Joint Commission PPR for Environment of Care, in identifying areas for improvement and for monitoring on-going improvement of preparation efforts. Works directly with surveyors as needed and directly by the VP of Environmental Health & Safety. Researches and prepares strong arguments for HMH’s compliance, if needed.

Maintains effective communication with departments and services to ensure compliance with policies and procedures as they impact Environmental Health and Safety functions. Interprets codes, laws, etc. and provides guidance to departments as necessary. Develops and conducts appropriate training programs and drills. Designs and distributes instructional or informational materials. Partners with Learning and Performance and other areas of the Hospital to devise the best, most comprehensive training programs that will meet regulatory requirements and enhance the safety of our employees.

Performs all duties inherent in managerial role. Participates in hiring, training, evaluation, and termination of assigned staff according to HMHN policies and procedures.

Performs other special projects and duties as assigned by the Vice-President Environmental Health & Safety. Data Management and Analytics: Track, analyze, and report on relevant data and metrics as needed and/or requested.

Develop, recommend and/or implement actions or process improvements as appropriate.

Education, Knowledge, Skills and Abilities Required:

Bachelor’s degree in either Safety Engineering, Environmental Health science or a related area OR at least 6 years full-time experience in Hospital Safety in a supervisory OR managerial capacity, or at least 7 years full time experience in Hospital Safety in any capacity.

At least 8 years’ full time experience in the safety profession if no hospital experience is evident.

Master’s Degree in Environmental Health Science or related field.

The Senior Safety Specialist is responsible to administer or oversee the respiratory protection program and conduct the required evaluations of program effectiveness.

Develop and implement procedures to ensure adequate air quality, quantity, and flow of breathing air for atmosphere-supplying respirators.

Conduct training of employees in the respiratory hazards to which they are potentially exposed during routine and emergency situations.

Conduct training of employees in the proper use of respirators, including putting on and removing them, any limitations on their use, and their maintenance; and cleaning.

Identify work areas, processes, or tasks that require respiratory protection based upon hazard analysis.

Monitor OSHA policy and standards for changes and make changes to RPP.

Select respiratory protection products.

Monitor respirator use to ensure that respirators are used in accordance with their certification.

Distribute and evaluate education/medical questionnaire.

Evaluate any feedback information or surveys.

Conduct hazard assessments.

Arrange, in collaboration with occupational health; PAPR training and education is provided for high risk groups identified and for those individuals who are unable to be fit tested to N95 respirators.

Arrange for and/or conduct training for fit testers, PAPR and EHFR, SCUBA and other RP wearers.

Create process and workflow for proper storage and maintenance of respiratory protection equipment.

Other safety related duties as assigned.
Qualifications:
Education, Knowledge, Skills and Abilities Required:

Bachelor’s degree with 3 years of safety experience.

Comprehensive knowledge and understanding of TJC’s Environment of Care and Life safety standards and requirements.

Demonstrated knowledge of federal, state and local regulations pertaining to safety and fire safety; ability to identify and evaluate hazard and risks and make effective recommendations based upon comprehensive, regulatory compliant assessments.

Ability to establish and maintain effective working relationships; ability to prepare clear and concise reports, correspondence and other written materials; ability to supervise and coordinate the work of others.

Ability to conduct team member injury investigations.
Education, Knowledge, Skills and Abilities Preferred:

OSHA Hazwopper – 40-hour training.

Knowledgeable of OSHA.1910.134 and other sections of 29 CFR 1910.

Knowledge of EPA and local NJDEP requirements.

Public speaking and training experience.

Performance and project management skills preferred.
Licenses and Certifications Preferred:

Certified Health Safety Professional or Certified Health Fire Safety Professional.

The Senior Safety Specialist is responsible to administer or oversee the respiratory protection program and conduct the required evaluations of program effectiveness.
Responsibilities:
A day in the life of a Senior Safety Specialist at Hackensack Meridian Health includes:

Update the RPP as changes are made, and as a result of annual program evaluations using observations made during fit testing, medical clearance, PPE use, cleaning, storage, etc.

Perform written hazard analysis as a basis for all new products and RPP changes.
