About the Role:

The Port Authority Trans Hudson Corporation (PATH), an FRA regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Reporting to the Manager, Compliance & Safety, the position of Chief Safety Supervisor System Safety Compliance will perform field inspections, investigations, training, and audits to ensure compliance with regulatory safety requirements. This position will support the implementation of the System Safety Program Plan and other safety initiatives to support PATH’s safety mission. PATH operates 24 hours per day/7 days per week/365 days per year. Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off.

Responsibilities:

Under the general supervision of the Manager of Compliance & Safety the successful candidate Roles and responsibilities will include but not limited to:

• Perform Comprehensive observations, inspections, and audits of operations, facilities, right of ways, employee activities/ work practices, construction work practices, to ensure compliance with all applicable federal, state, and Port Authority/ PATH policies and procedures.
• Responds to and Investigates rail accidents, incidents, derailments, fires, injuries, collisions, construction incidents etc.
• Provides corrective actions, and mitigation recommendations and follow up assessments and utilizes Hazard Identification Resolution Process.
• Provides detailed briefs, reports, and presentations to the Manager, Compliance & Safety.
• Data Collection and analysis of all reported trespasser, employee, contractor, near miss incidents, and all other rail incidents to identify trends and root causes to provide proactive recommendations to prevent and reduce exposure and future incidents.
• Assists with facilitating staff meetings, operational calls, safety committee meetings.
• Provides Safety Training and Roadway Worker training
• Assists with the continuous improvement and implementation of the System Safety Program Plan, Fatigue Risk Management Plan, Emergency Plans, and other safety programs and initiatives.
• Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.
• Provides 24/7 on call coverage for all safety related incidents and immediately responds to and investigates those incidents. Assures that all regulatory notifications are made in a timely manner
• Provides Respirator Fit testing
• Supports Regulatory Safety compliance and Reporting Compliance
• Conducts fields audits for construction activities to ensure compliance with Roadway Worker regulations and other safety rules and regulations.
• Assists with special projects and other duties as assigned by the Manager Compliance & Safety.

Minimum Qualifications:

• 7+ years of experience in rail operations/ accident/incident investigation, 5 of which must have been in a supervisory capacity.
• Knowledge of OSHA and FRA Regulations.
• Certification in OSHA 30 Hour General Industry or Construction.
• Must possess a valid driver’s license.
• Must be able to respond to emergency calls 24 hours per day, 7 days per week, 356 days a year.

Desired Qualifications:

• Experience in rail accident/accident investigation, vehicle/equipment accident, and personal injury investigations.
• Bachelor’s degree in Engineering, Engineering Technology, Safety Management, or related areas such as an Applied Science or System Safety degree from an accredited college or university or
• Knowledge of rail operations and rail systems, including train control, car equipment, signal systems, traction power, track and rail infrastructure.
• Prior experience in the review of project Health and Safety Plans (HASP)
• Thorough knowledge of the PATH Book of Rules and PA /PATH policies and procedures related to construction, occupational safety, and health.
• Experience in successfully working with diverse internal and external employee groups and organizations.
• Physical ability to work in a railroad environment.
• Demonstrated oral, written, and presentation skills.
• Thorough knowledge of FRA regulations governing safety and roadway worker protection and OSHA regulations governing construction and general industry.
• Demonstrated experience working in railroad operations or maintenance environments.
• Demonstrated ability to identify and implement hazard avoidance, control, and prevention programs.
• Self starter with the ability to work independently and prioritize assignments.
• Experience assessing, analyzing, and solving problems, strong interpersonal, negotiation, and conflict resolution skills
• TSSP (Transportation Safety Security Program Certificate) Desired
• Experience with Excel , Word, PowerPoint
• Effective written and oral communication skills.

Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment.
