Senior Environmental Programs Specialist

Reporting to the Manager, Port Physical Plant, the incumbent is responsible for administering environmental programs and projects necessary to protect the interests of the New Jersey Marine Terminals and assuring compliance with federal, state, and local environmental regulations. This includes providing technical and regulatory information to facility management staff and tenants on all environmental issues, ensuring proper notification is made to regulatory authorities in the event of environmental incidents and/or discharges, and providing technical assistance and regulatory information to emergency responders and facility management during incidents and/or discharges.

  • Coordinate with NJMT, Office of Sustainability, Engineering, Operations Services, GOCOR, and Law on environmental conditions and mitigation, health and safety management, sustainability and energy management and improvements related to programs for tenants, patrons and employees
  • Manage facility efforts to meet sustainability and energy goals for energy management, GHG management, greening of workplace, utility monitoring and management
  • Manage environmental program areas: under- and above-ground storage tanks compliance, environmental permit compliance and administration, materials/waste management, surface and ground water pollution control management, air emissions, hazardous materials management, and environmental occupational health issues
  • Represent NJMT on interdepartmental work groups such as underground and aboveground storage tanks, hazardous waste management, sustainability measures, and pandemic health concerns
  • Work with facility staff to identify industry best practices for initial, refresher and on-going training for maintenance trades to ensure a sustainable pipeline of skilled personnel to fill critical maintenance positions
  • Management analyses that promote efficiencies and productivity at the facility level including but not limited to: planning, operations, maintenance, equipment and automotive fleet utilization, and research and development of technological solutions to support short- and long-term NJMT operations and business strategies
  • Assist in preparation of operations reports, oversee tenant leases with environmental components located at New Jersey Marine Terminals.
  • Coordinate activities related to hydrographic surveys necessary for maintenance dredging activities and fender repairs in conjunction with the Facility Services unit and Resident Engineer’s Office and serve as facility representative/coordinator for the Environmental Management Systems Program for the New Jersey Marine Terminals.


Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s degree in engineering, environmental or natural sciences, maritime transportation, business or related field from an accredited college or university.
  • A minimum of three (3) years of progressively responsible experience in environmental management or related discipline
  • Must have a valid driver’s license
  • Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security
  • Selected candidate may be required to obtain Certification as a Facility Security Officer as requested by the General Manager based on facility needs
  • Selected candidate will be required to complete HAZWOPPER training within 6 months of appointment to position

  • Demonstrated knowledge of environmental regulations and federal/state government processes
  • In-depth knowledge of the Port Authority organization, policies and procedures
  • Demonstrated knowledge of Port Authority operating policies and procedures, specifically those related to facility operations
  • Demonstrated experience with engineering design and construction standards
  • Demonstrated ability to interact effectively with diverse groups such as tenants, contractors, regulatory and government officials
  • Demonstrated ability to work effectively with unit heads, consultants, employees, and staff at all levels, both from within and outside organizations
  • Demonstrated ability to work effectively under volatile/emergency conditions and situations
  • Demonstrated ability to prioritize projects, manage time effectively and work independently
  • Demonstrated analytic and problem-solving skills, and ability to take initiative
  • Demonstrated ability to exercise good judgment and discretion in handling confidential information
  • Demonstrated interpersonal, organization and written and oral communication skills
  • Detail oriented and possess excellent organization skills
  • Proficiency in the use of PeopleSoft, and Microsoft Office Suite
  • Must be available to respond to environmental and snow emergencies work during off hours and on weekends, 24 hours per day, seven days per week, as deemed necessary
  • Knowledge of the maritime industry is desirable
